Projects
The following are brief examples of emergency management, risk mitigation
and special project services, which have been provided by the MEREDITH
team.
Barge Carrying No. 6 Oil Victim of Rita - Cameron, LA 2005
While transiting the Gulf of Mexico a 150k bbl barge allided with the
underwater remains of an oil production platform and severely damaged
the bottom of the barge, which capsized and sank. Meredith provided financial
management services to the primary salvage and pollution abatement contractors
on the project.
Hurricane Katrina and Rita – Gulf Coast 2005
In the aftermath of these terrible hurricanes much needed to be done to
stabilize the impacted areas from the risk of oil and hazardous materials
that could harm public and the environment. Meredith provided project
management support in assisting the Federal Emergency Management Agency,
Environmental Protection Agency, and United States Coast Guard in their
goal of making the areas safe for the public and to try and return the
areas to normal as soon as possible.
School Safety and Security Assessments for Large Northeast School District
The MEREDITH team conducted Safety and Security Assessments in a large
Northeast school district. Assessments consisted of physical site security
assessments, including luminosity studies, extensive interviews with teachers,
staff, and parents, and tabletop crisis management exercises. Out put
from the assessments is to be used in future policy decisions and in the
preparation of a district wide all hazards emergency response and crisis
management plan.
Hazardous Materials Recovery Project, Guarida, Venezuela
Provided
planning, operations/safety coordination and financial support to the
project management team. This involved identification and recovery of
hazardous materials buried in port area after massive floods devastated
the warehouses and container marshalling yards. MEREDITH ensured site
safety and operating protocols with the supporting documentation to ensure
safe identification and removal of all hazardous materials, including
controlled temporary storage and transport coordination under strict quality
assurance guidelines. The project was completed without injury and under
budget.
Natural
disasters - floods and forest fires in the southeastern United States
MEREDITH provided project management support in logistics and finance
to local municipalities to assist with controlling floodwaters and rebuilding
dikes. In addition, we provided the documentation needed to facilitate
reimbursement of costs. Our logistics management systems and personnel
provided organizational support to control deployment of water trucks
and heavy equipment during massive efforts to fight widespread forest
fires. Our team’s documentation expertise expedited recovery.
SARA Title III Emergency Response Plan Update, Pennsylvania
MEREDITH provided the professional services to update the Sara Title
III LEPC Emergency Planning information for the LEPC of a county with
major petrochemical industrial presence. This project included the review
and update of the facility information on Extremely Hazardous Substances
and Hazardous Materials, recording the updated information in the appropriate
LEPC, County and State plans and databases, and preparation of a final
report and establishment of a continuing database on SARA Title III facilities
for the LEPC.
Hazardous
Commodity Flow Study, Pennsylvania
Conducted a defined Hazardous Commodity Flow Study in a Pennsylvania
county. The study included many transportation modes such as rail, primary
and secondary roads, pipeline, river, and air. The result was a Countywide
report with customized Hazardous Commodity Flow Zones within the county
and enhanced the emergency planning capability of all responders in the
area.
TSDF Immediate Closure and Waste Disposal, Phoenix, AZ
A TSDF was immediately closed by a regulatory agency. A state approved
contractor was sourced to provide immediate waste services. These services
included waste characterization, inventory, transportation and disposal.
MEREDITH was retained to provide the financial and documentation management
support to ensure a successful and compliant closure of the facility.
Proposal to Decontaminate Anthrax Infected Building, Boca Raton,
FL
A national environmental contractor requested MEREDITH to assist in the
development of a proposal to decontaminate a major office building, which
had been closed due to Anthrax contamination. MEREDITH provided the contractor
with technical writing, planning, timelines, and coordinated the proposal
development to meet the deadline imposed by the building’s owner.
National Emergency Response Contractor Evaluation for Major Petrochemical
Company, Philadelphia, PA
Provided emergency response resource evaluation of emergency response
contractors to ensure emergency resource preparedness for all production
and distribution assets of this major oil and chemical operation. All
appropriate contractors were reviewed and the resource database updated
for all areas of operation. Ensured resources were realistically available
to respond effectively to mitigate the assessed risk.
Develop Marine Operational Risk Assessment Program for Major
USA Insurer
Developed an Operational Review protocol for a major USA-based marine
insurer, which is used to document the operating policies and procedures
of marine transportation and related facilities as well as their operational
records to provide the basis for risk assessment and to enhance the loss
prevention capability.
Risk Assessment of Marine Facility, Philadelphia, PA
At the request of a major insurer, MEREDITH was tasked with providing
a risk assessment of a marine facility in the Philadelphia area. This
assessment included the operating policies and procedures, design and
condition of the existing facility and property, and all contingency planning
standards.
Natural Gas Supplier Cleans Up Harmful Levels of Mercury, Chicago,
IL
A major supplier of natural gas was under a court order to clean up mercury
contamination from defective thermostats. MEREDITH provided management
resources to organize the identification, documentation and cleanup of
more than 1,000 residences from the harmful levels of mercury.
Litigation Support for Class Action Lawsuit over Suspected Hazardous
Material Release on Mississippi River
Provided the marine and hazardous material handling expertise to assist
in litigation support required to support the successful defense in a
class action lawsuit, which pleaded drinking water contamination and damages
to several communities from an alleged hazardous material release.
Waste Disposal Management Services for a major Cruise Line,
USA
Major cruise line needed emergency waste management services during ports
calls in U.S. ports. Due to serious regulatory oversight on environmental
policies and actions, the client was tasked with maintaining waste management
capability at several US ports over a six-month period and MEREDITH arranged
the required resources and coordinated the waste handling and disposal
to ensure environmental compliance.
