Thomas D. Neumann
President/Senior Response Manager
Captain Neumann has over 30 years professional experience that includes
the incident management of responses to large and small casualties on
land and water, involving oil spills, hazardous materials, groundings,
emergency lighterings, fires and collisions. He has been involved in the
management of over 350 incidents. In addition, Captain Neumann has
- provided project management services in terminal fire and explosion,
pipeline spills and site stabilization projects.
- designed and developed emergency response programs, contingency plans
and operations plans.
- served as a Qualified Individual since the inception of OPA 90
- been Vice President and Operations Manager for ship management companies,
marine consultant and expert witness in marine operations, Master and
deck officer of chemical, product and oil tankers; deck officer on container
and general cargo vessels; legislative liaison and union official.
Captain Neumann is a frequent speaker on the Incident Command System and
related emergency response issues, and is a graduate of the United States
Merchant Marine Academy.
